Judicial Officers Tipped on Case Backlog Management

Kampala.The Judicial Training Institute (JTI) together with International Justice Mission (IJM) Uganda and IJM Australia conducted a two day training for judicial officers on strategies to reduce case backlog. The training which took place at Imperial Royale Hotel, Kampala was attended by High Court Judges and Magistrates.

A similar training was conducted for State Attorneys from the Directorate of Public Prosecution.  

According to Mr. Shawn Kohl, the National Director of IJM Uganda, the workshop programme was tailored to equip the trainees with knowledge on how they can use the new judicial innovations to foster the administration of Justice.

Hon. Justice Dr. Henry Peter Adonyo, who delivered the Chief Justice's speech said, the Judiciary has set out duty schedules for Registrars and Magistrates to guide them in the course of performance of their duties.  

"We have employed a number of strategic interventions geared at not only realizing the elimination of backlog but also reducing actual timelines within which cases are disposed of in our system," the speech read in part.

Hon. Lady Justice Elizabeth Hollingsworth,a Justice of the Supreme Court of Victoria, Australia shared experiences on howto write judgments.  

The Principal Judge, Hon. Justice Dr. Yorokamu Bamwine who presented a paper on Bail Applications and the Law, appealed to participants to take the training seriously.

The climaxof the two-day training saw participants awarded with accolades andcertificates.

In her closing remarks, Hon. Lady Justice Stella Arach-Amoko, the Chairperson of the Judiciary Training Committee, said she hoped that the training would improve service delivery especially for the poor and marginalized.

She added,"The Judiciary is not for the faint hearted, now is the time for action."

There are plans to make such trainings an annual activity of the JTI so that more judicial officers will be trained on strategies in reducing case backlog in courts.
